The second, The setting of prevalence or care detection based operational targets for field worker should be avoided and emphasis instead given to  achieving quality targets which can reflect  both the timeliness of detection  and  the quality of  patient management.

The third,  increased efforts are required to prevent disability,  assist with rehabilitation and  fight  against stigma.
